Taking a quick look at the Statistics Canada website, the Daily release of the NHPI indicates 1992=100, meaning all prices are in 1992 dollars. The Bank of Canada has information about inflation on their website at http://www.bankofcanada.ca/en/inflation/index.htm However, it looks like there are different measures of inflation. Though you should check the documentation in the NHPI and/or CPI, I would imagine that Statistics Canada uses the CPI when correcting dollars since it is an index produced by them.
