Japan is NOT a socialism country. 


There is NO scholarships.     NONE.   0 !!!!!!


You will NOT be able to go to school unless you have money first.  No
one gives you money.  
Government will NOT give you/school any money.   In fact, you need to
even pay when you go to high school.   It is not free.
And universities are fully funded by students.   Know these things
before you argue.



You can borrow your money from newspaper company or some financial
sponsors but you need to give money back with or without interest
afterwards.  I believe you call these in here as bursaries or
financial assistance.
