(Kind of like the deal the Clinton administration reached with North Korea to appease its nuclear weapons program) In fact, I wonder if Cuba is on the dole of some rogue oil nations other than Venezuela in order to stay afloat -- money in exchange for harboring terrorists, etc. -- in addition to getting assistance from China (to improve its signal intelligence -- eavesdropping -- capability).
