No. A balanced budget refers to having matched the amount we spend on
infrastructure, social programs, military, etc, with the amount of revenue
we bring in. For decades we've considered it acceptable to spend more than
we make for the sake of improving the country; however, the debt has got
to such a point that we have collectively decided it's time to live within
our means; the popularity of the Klein & Harris governments points to
this. 

A balanced budget in a democratic country is actually a bit of a feat; we
are always demanding more services, and less taxes. 

If we maintain our balanced budget in perpetuity, the national debt of
billions of dollars will eventually be paid off.
