Yup, it's really true. You really can bring down a multi billion dollar arm of the Canadian Government for less than half the price of a daily cup of joe! Now, we're going to state right off the bat that the good folks fronting the weekly Canada Customs and Revenue Agency Story of the Week (CCRA SOTW) are not recommending that any one undertake what is being discussed here so don't go e-mailing this Tax Tale to your friends or posting it to other newsgroups. But, at the same time, it is amazing how easy it is to bring down an entire Government Agency with just a little bit of ink, some pieces of paper, and a squirt of inexpensive elbow grease. Maybe the pen really is mightier than the sword. Because all that would be required would be this: Get some tax returns, fill them out, slip a stamp on them, and send them in to the CRA. And if you live close to a CRA office you don't even need to buy a stamp - you can just place the completed return in the dropbox. Every day. "What!" you're saying? File my tax return? That would never cause the behemoth Canada Revenue Agency to teeter and topple? But it would. You see what one would do is this: 1) Get some blank paper tax returns. - Any year will do. You can pick them up at your local Post Office or you can even request older years be sent direct to you by the CRA. 2) Fill out a blank tax return. - But here's the catch, DO NOT use your name, address or any real income information. Make it up (or grab a phone book). You can make up a SIN or leave it blank as the CRA will supply a correct one either way. Ensure that the return is filed with a small debt (between $2,000 and $16,000). You can even use an out of country address and do some while on vacation. 3) Forward the completed tax return on a daily (or weekly or monthly) basis to the address on the envelope or deposit in a local CRA dropbox. - And the returns do not have to be letter perfect. Mistakes? Who cares! The reviewers and assessors at the CRA are more than happy to correct them. That's it. In time, if you did this long enough, or if enough individuals participated, you could just about gridlock the entire Canada Revenue Agency. Why? Because the CRA would have to expend their man (and woman) power locating these non existent 'delinquents'. Worse, this would be a double whammy because they would be unable to tell a real tax debtor from a fake one. So, not only would they be unable to collect from the fake debtors but some of the real tax debtors would escape payment because of the time eaten up by the fakes. And if you were to use a common last name like Smith or Jones (or Chin or Muhammad) it would make it just that much tougher for them. And the reason for the smallish debt - $2,000 to $16,000? If the debt is too small the CRA will ignore it. If it is too large they will immediately devote resources to it. But a medium sized debt will hang around for two or threes years to only God knows how long. Never file with a refund because if the cheque isn't cash the CRA doesn't care. They only hunt for delinquents. That's all one would have to do. And of course, once again, we are not recommending that any one (or group) undertake to bring down the Canada Revenue Agency in this (or any other manner). But it is kind of strange that the best way to bring down an elephantine entity like the CRA would be to use a mouselike resources of pages of paper.
