CIPS Alberta I.S.P. Registration Update
The effort to register the I.S.P. in Alberta continues. This article
reviews recent developments in this process.
Current Activities
The primary task of the board during the summer and fall has been to draft
and revise the regulations of the designation. Once approved by the
provincial cabinet these regulations will have the force of law in Alberta.
The first draft of the regulations was sent to Alberta Labour for review in
late May. The department reviewed the first draft and returned it, with
comments, to CIPS Alberta on July 12. The issues raised were addressed and
a second draft was submitted on July 30.
After a more detailed review the second draft, with comments, was returned
to CIPS Alberta on November 16.
A number of the issues raised by this draft were dealt with at the December
2 board meeting. However some of the items will require additional work by
committees of CIPS Alberta to address completely. It is planned that this
work will be completed and a third draft submitted in mid-January.
It is the expectation of the CIPS Alberta board that this third draft of
the regulations will be the final version.
When the final draft of the regulations has been received they will be
forwarded again to the stake holders who reviewed the initial application
and sent to the CIPS Alberta membership for ratification.
When this review and ratification is complete the regulations will be
forwarded to the provincial cabinet for final review and approval.
Financing
The CIPS Alberta and National CIPS boards have established an arrangement
for the continued financing of the I.S.P. program.
The points considered in reviewing the various options included:
- Recognition that continued support and financing of national level
programs will reduce the administrative burden for each provincial
organization resulting in reduced costs for I.S.P. holders.
- Financial support is a necessity for provincial organizations in the
early stage of the application process. However once registration is
complete each provincial body should be expected to provide complete
financing for it's continued operations.
- The value of the I.S.P. designation increases significantly once
provincial registration is complete.
- Every effort must be made to keep the annual renewal fee for I.S.P.
holders as low as possible while at the same time ensuring that sufficient
resources are available to support and enhance the integrity and value of
the designation.
Highlights of the final agreement are:
- Annual renewal fees for I.S.P. holders in provinces where provincial
registration has not been completed will remain at $50.00 annually. Where a
provincial organization has been established that body will receive the
total of this revenue until registration is complete. In other provinces
the national organization will receive the total of this revenue.
- Effective on completion of registration in a province the annual renewal
fee for I.S.P. holders in that province will increase to $100.00 annually.
The National and provincial organization will split this revenue evenly.
While any increase in fees is regrettable the total annual renewal fee for
the I.S.P. holder will still be significantly less than for other
registered professional organizations in Alberta.
Timing of Completion
In the initial time line for this project registration of the designation
was to be complete by end of 1995. This timing has not been met. Additional
reviews and drafts are required that were not initially planned for, and an
exceptionally busy agenda for the government has slowed the progress of our
application.
The application remains well supported by all parties involved and we
continue to receive excellent support from the department of labour. Our
best projection is that registration will be completed within 1996.
The board is currently planning celebration events and a promotion campaign
based on this completion date. Tentative planning for these events is early
June 1996.
