I'm of two minds here because they did, after all, install a limit.  It's just
that the limit is zero.

Without knowing more about the construction of the site (Are they required to
host it on an internal server -- and that server is already overloaded
handling other "stuff"?) it's difficult to assess the cause of the problem.

As it is, Mississauga doesn't even seem to provide this information.
