Hello,
I am the parent of a child with autism. I am also a volunteer with
Autism Society Ontario and my local board of education. I am collecting data
for the Peel Board of Education re the delivery of special education services
to all students with special needs. Please take the time to complete the
following survey if you can. Thanks in advance.
Natalie Whatley (whatley@inforamp.net)
The Peel Board of Education is located on the outskirts of Toronto in southern
Ontario, Canada. It is the largest school board in Canada with 104,000
students. The Board provides special education programs for over 11,000
students.
The Board has established a vertical work team to advise it on its delivery
model in each area of special education. This team consists of parents,
teachers, administrators and community members including staff from local
associations such as the Learning Disabilities Association.
As part of the review of our special education service delivery model, we are
collecting information from other boards both in Canada and elsewhere. If you
have knowledge of the service delivery model of your board of education,
please share this with us by answering the following questions:
1. Are special education services available for students with special needs in
your board of education/school district?
2. In the past 2 years, what budget constraints has your board/district been
faced with and what has been the magnitude of the effects and/or cuts to
special education programs?
3. How has your board/district responded to these and in particular, what
innovative special education programs have been implemented to ensure good
service in a more efficient way?
4. Are special education services mandated in your area?
5. How is education in general and special education specifically funded in
your board/district?
Section 2
1. Who is responsible for the delivery of educational services to students
with special needs?
2. What is the process for identification of students with special needs in
your school board/district?
3. What is the next step in the process once a student has been identified as
having special needs?
4. What kinds of educational placements are available for students with
special needs in your school board/district?
5. Who determines the kind and extent of support that a student with special
needs requires?
6. What kinds of support services (support and specialized and consultative
personnel, material resources, special programming, special needs devices)
are available to the student with special needs? To the teacher? To the
parent? Are these services mandated?
7. What costs in the education of students with special needs are incurred by
parents, by the board of education, by other agencies?
8. How much influence do parents have on the kind of placement, programming
and special education support services that are provided for their child?
9. What is the total student population in your school board/district?
10. How many students with special needs have been identified in your
board/district?
11. To what degree do teachers of students with special needs have specialized
training?
12. Has the delivery of special education services changed over the last few
years? How? Why?
13. Is transportation provided for students with special needs? Who pays for
transportation?
In return for answering our questions, we will be pleased to send you
a copy
of our final report on request. Thank you.
