I am not sure about an exclusive franchise. The dorms have a non-cable feed
from Capital Cablevision. In other words, there is a funny looking atenna
on each dorm that receives the "cable". I guess Troy Newchannels has franchise
on cable wires running on telephone poles? I am not sure if a Troy resident
could get cable set up like this at their house.
