Who is a Licensed Real Estate Appraiser?
-----------------------------------------

A licensed real estate appraiser is one who has the education,
experience, knowledge of the real estate appraisal field and in addition,
they must pass a state exam and exhibit qualities of intergrity inherent
in the profession. There are essentially two classes of appraisal license:
Residential and General.

How do you pick a State Licensed Real Estate Appraiser?
-------------------------------------------------------

In light of the above question, perhaps the answer is easy...
hire those who fulfill the state requirements. Hire those who have passed
the proper exams and have the proper qualifications.
But to establish a better understanding of an appraiser's job,
we have to add two more elements into the formula: continuing education,
and familarity with the subject's local area.

Remember:
---------

So look for the appraiser who has kept with their license, if
they renew after January 1, 1995, the State of New York requires
continuing education. They should also keep up in the field by
taking additional courses.

As for area familarity, remember, while the appraiser's analytical
tools will work anywhere in the State of New York, ask for their specific
area or county of expertise. In what location do they work most often and
are thusly most familiar?

An appraiser who does many areas or a wide range of areas may not be
as intimately familiar with your particular location. Local real estate
markets are subject to a variety of economic changes that can very quickly
impact upon the housing market. It is very important to be aware of such
changes.

Why should you use a Licensed Real Estate Appraiser?
----------------------------------------------------

A Licensed Real Estate Appraiser, upon completing extensive research,
must issue a report that adheres to strict Federal and State appraisal
standards in the formulation of an opinion of value.

For the attorney completing estate work, a reliable appraisal sets up
a basis for the estate. An accountant may also use such information for
further tax purposes.

A homeowner uses the appraisal to set a sale price basis for working
with their Real Estate Broker or for the private selling of a dwelling. The
most common use of a real estate appraisal is by banks or other mortgage
lenders who wish to establish an unbiased opinion of the value of a house.
Based upon that value (or the sale price if less) and other lending criteria,
a mortgage application is evaluated.
