Don't forget channel 8 which used to be the local government channel.  That
makes three unused.  Another channel that has been requested is BET (Black
Entertainment Television [I think that is what BET stands for]).  With Troy
Newchannel's smaller selection than Capital Cablevision and the fact that
certain areas such as RPI's dorms are now carrying Capital Cablevision, I 
would think that Troy Newchannels would want to listen to its subscribers.
