I live in Albany New York and the city government led by a black city
council member is in the early stages of establishing a curfew for minors.
I think this is the wrong approach to stop criminal activity among minors
because it punishes mostly people that have been convicted of no crime and
have broken no laws . The curfew if established, like many other laws on
the books will be enforced unevenly bringing many black children into the
criminal justice system who would have never committed any other crime.
This law if established will have the effect of making it a crime to be
young black and on the street. The curfew will also establish a pass law
for anyone who looks young giving the police the right to check the ID. of
anyone on the street after 10:00 to make sure they are not minors.

I have a 16 year old son and I don't think he should be arrested if he
misses the bus after seeing a movie, or if he is watching a basketball
game at a friends house and it goes into overtime, or if he walks his
girlfriend home after 10:00.

I am going to try to fight this law if anyone has any information that
could be helpful please Email me at this address muddhaid@aol.com

Sincerely

Chris Kirkwood
