I'm hoping to break even or at least not loose too much money.

Both. I've currently priced a full news feed and 56K leased line to
uunet.

Unless the NYT business office lied to me, the business lines for
dialins would cost the same as my current residential lines ($25/month).
The big cost of business lines appears to be dialing out, which would
not be supported.

There are many people that don't fall into any of those catagories and in
many cases the groups availible may be limited by the site. For a variety
of reasons, mostly disk space related, rpi carries around 1600-1700 groups,
whie theres about 3300 out there (last estimate I heard that seemed likely
to be reliable).
There are several schools in the area that do not have internet access, or
restrict the access as they may be uucp or low speed line connected.
