2nd REQUEST FOR DISCUSSION (RFD) change of the voting rules in the ch.*-newsgroups This is a formal Request For Discussion (RFD) to change of the present voting rules applicable for the ch.*-Newsgroups. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details as below. RATIONALE: The present voting rules in the ch.*-newsgroups impede the further development of the ch.* usenet-news hierarchy. The hurdle for the creation of a new group is set too high and allows a small minority to overrule the will of a vast majority. For example: the telecommunications group ch.comm could not be created due to the fact that only 9 voted against it. This in spite of 104 voting "Yes". The voting rules in other news hierarchies are less rigorous. Therefore it appears to be equitable to simplify the procedure currently in place. The proven rules of the de.*-newsgroups have been chosen as template. The proposed change ensures both, the prevention of a flood of new groups nobody needs as well as an easier creation of required groups/changes. CHANGE OF THE CHARTER CH.* ALL GROUPS: The present rules are (position 5.3 of the FAQ): [...] the new group will be created, if: - At least two third of all valid votes are on "YES", - at least 100 votes more on YES than on NO have been given. [...] The following passage will be reinserted in the charter of ch.* all groups : [...] To effectuate changes within the ch.*-usenet-hierarchy (i.e. creating new groups, alteration of the charter) the traditional voting procedure consisting of Requests for Discussions (RfD) and a Call for Votes (CfV) must be carried out. The proposal will be put in place, if: - at least two thirds of all valid votes are on "YES", - at least 60 votes on YES have been given. END CHARTER: all groups PROCEDURE: This is a Request for Discussion (RfD), not a Call for Votes (CfV). In this phase of the process, any potential problems with the proposal should be raised and resolved. The discussion period will last for a minimum of 21 days (starting from the date the first RFD is posted to ch.admin). Following to this a Call For Votes (CFV) will be posted - in this case together with the CfV proposing the creation of the group ch.comm. Please do not attempt to vote until this happens. The entire discussion of this proposal should be posted to ch.admin. DISTRIBUTION: This RFD has will be posted to the following newsgroups: ch.admin ch.talk ch.comp As the new voting rules have an impact on all ch.* newsgroups, pointers which announce this RfD are posted to the following groups: ch.comp.networks ch.comp.os.linux ch.comp.os.ms-windows ch.market ch.market.comp ch.market.jobs ch.rec Follow-up to ch.admin PROPONENTS (in alphabetical order): Matthias Duebendorfer <ddo@sma.ch> Urs Gfeller <urs.gfeller@freesurf.ch> AndrοΏ½ R.
