REQUEST FOR DISCUSSION (RFD) change of the voting rules in the ch.*-newsgroups This is a formal Request For Discussion (RFD) for the change of the present voting rules in the ch.*-Newsgroups. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below. RATIONALE: The present voting rules in the ch.*-newsgroups impede the further development development of the ch.* usenet-news hierarchy. The hurdles for the creation of a new group are too big and allow it to a very small minority to ratten the will of a big majority. For example: the telecommunications group ch.comm could not be created because of 9 votes against it, and although 104 people voted on YES. The voting rules in other news hierarchies are less rigorous, therefore it is equitable and necessary to simplify the procedure. The approved rules of the de.*-newsgroups have been chosen as a pattern. This modernization ensures both, the prevention of a flood of new groups nobody needs and an easier creation of required groups. CHANGE OF THE CHARTER CH.* ALL GROUPS: The present rules are (position 5.3 of the FAQ): [...] the new group will be created, if: - At least two thirds of all valid votes are on "YES", - at least 100 votes more on YES than on NO have been given. [...] The following passage will be reinserted in the charter ch.* all groups : [...] To effectuate changes in the ch.*-usenet-hierarchy (ie. creating new groups, alteration of the charter) the traditional voting procedure consisting of Requests for Discussions (RfD) and a Call for Votes (CfV) must be carried out. The propenent wins the votation, if - at least two thirds of all valid votes are on "YES", - at least 60 votes on YES have been given. END CHARTER: all groups PROCEDURE: This is a Request for Discussion (RfD), not a Call for Votes (CfV). In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to ch.general), after which a Call For Votes (CFV) will be posted - together with the CfV about the new Chancelbot operators. Please do not attempt to vote until this happens. The whole discussion of this proposal should be posted to ch.admin. DISTRIBUTION: This RFD has been posted to the following newsgroups: ch.admin ch.talk ch.comp As the new voting rules are of interest to all users, pointers directing readers to this RfD have been posted to the following groups: ch.comp.networks ch.comp.os.linux ch.comp.os.ms-windows ch.market ch.market.comp ch.market.jobs ch.rec Follow-up to ch.admin PROPONENT: Mathieu von Rohr <wunderknabe@gmx.net>
