TCP / IP + Win98 = sloooooooow.....

Hi.
When I install the protokoll TCP / IP on my win98 computer, the system is
extremely sloooooooow at boot and shutdown. If I uninstall TCP / IP the
mashine boots and shuts down with normal speed. A friend told me, to set an
IP-Ad. in TCP / IP -Network-Adapter-properties.
Well, I did so, (192.168.21.250) and now my computer seems to boot slightly
faster, but shutdown takes the full time.....
This can't be the real deal..... What could I do to speed up
booting/shutdown?

Any help would be greatly appreciated...
