This is of course negociable (exhibiting standards can always help: I
do not pretend to know them all). This is to prevent poor tagging
style, and especially the use of proprietary extensions.  To my
knowledge, 3.0 is still not finalized. So 2.0 is the last standard,
to my knowledge.

You seem to have understood exactly the point about bandwidth usage.
However, there is more about it: structuring documents (which is
indeed part of the _re_presentation) allows higher-level indexing,
conversion and diverse neat things that some of the constructs
introduced by Netscape Corp. (and others) do not offer, or even add
difficulties to the process.

Perhaps this is your news client software (PCBoard/UUOUT Version
15.22) which deletes the headers.
