In general we only have a small number of prblems with the proposal. However
first for historic accuracy:
> INP services have been free of charge until the end of 1995 and were
> performed voluntarily by SWITCH personnel since 1987.
Switch didn't exist in any -real- way in 1987, the .CH domain name server
was run by CSNET and formal registration authority was held by an ETH
institute which more or less refused to register domain names for third
parties anyway. In 1988 this ETH institute, -not- IANA transfered the
registration responsibility to Switch, in a process that today would never
be acceptable and depite very loud protests from interested parties, using
the word "voluntarily" in this context is a bit misplaced.
Actual DNS service by Switch didn't start before the end of 1989 (since
Switch didn't have "Internet" connectivity before then).

Will the financial aspects of this fund be avaialable for public review?

See above for correct rendering of history.

1591
Switch has previously refused to adhere to RFC1591, will RFC1591 now govern
the new policies?

PS: credentials: I actual typed in the first domain application form for Switch.
