| Now the bad news: Whoever is the Compuserve sender OR receiver is billed

| Compuserve account is billed for it.

Not exactly right. The recipient on CIS is billed for connect time spent
reading mail that arrived over the Internet even if he or she is on the
new plan (now named the "standard" plan: higher monthly fee but no connect
charges nor communications surcharges for time in certain areas, including
email). If the addressee on CIS is under the old billing plan (now renamed
"alternative") and is still paying the lower monthly fee but paying for all
connect time spent in the email area, it makes no difference to his or her
billing that the letter arrived over the Internet rather than from within
CIS.

Moreover, if an addressee, even one on the standard plan, scans his or her
incoming email, sees a letter that came over the Internet, and deletes it (or
lets it expire) without reading it, again there is no charge. Just getting
mail through the Internet gateway does not incur a fee.

| If you send me mail from Compuserve, your account is billed for it.

True.

| Know anyone's account that you really hate?

You cannot raise anyone's CIS bill by sending him or her email. In order to
get stuck, the CIS user whom you hate must decide to read it. For myself, I
don't care; I'm on the old plan and all incoming email costs me the same to
read regardless of source, and it certainly costs the same to leave unread.
