Does anyone else have trouble pulling in channel 7.1?

I got a biggish roof antenna and got pointing directions
from antennaweb.org (most stations are between 127-133 degrees)
and then resorted to fine tuning it for 7.1 using a signal
strength indicator.  I could only get 45% strenght but
it was enough so that most of the time I can pick it up...

...but on occasion, I get "bad signal quality"

When pointed in this direction, I get all the other stations 
I care about (PBS, 26.*, etc...)
