It's not false.  The net outflow of profit goes out of state, but not
the tax revenue.  At any rate, a gambler is going to spend his money
on gambling and not on local business.  The only difference is the
money will go to the casino owners instead of a bookie.

Take a look around Chicago, 1 block from the stadium.  The stadium didn't
make the neighborhood.  The casinos won't change the neighborhood either.
