The money from the lottery does indeed go to education. The trouble is
that instead of augmenting the money already being spent on education it
replaced it, thereby freeing those funds for other purposes. Even though
technically the lottery revenues are placed in the education coffer, the
reality is that it's just another source of income for the state. The
person who called it a stupidity tax pretty much hit the nail on the head.
