If I am using WinNT 4.0 and InternetExplorer 3.0 people can open C: with the browser how should I do to stop that

I`m using WindowsNT 4.0 and Internet Explorer 3.0.
And I got Service pack 3.

I had taken away lot`s thinks from the startmeny for exampel run and serach.
So nobody can delete things.
But now people can get into C: with the Internet browser.
How should I do to stop that.
