Preliminary Documentation in MSDN July 99 edition?

I am checking the July 1999 edition of MSDN Library.  In some of its
documentation, there is this sentence at the top:
   "This is preliminary documentation and subject to change."

(like the one in Platform SDK, Security, Access Control, Access Tokens,
Restricted Tokens).

The Security topic takes about that in windows NT system.  I wonder what
that preliminary documentation means?  Does it mean those documented can be
applicable to NT4, but not Windows 2000?  Or the documentation is not even
applicable to NT4?
