Undernet was the first alternative IRC network. It cropped up initially
after the EFnet started lagging badly. Some servers are:

milwaukee.wi.us.undernet.org
rochester.mi.us.undernet.org
boston.ma.us.undernet.org

DalNet is another, much newer network. I like it a lot. ChanServ
provides channel takeover protection at the server level, making it
hard (almost impossible) to take over a registered channel. NickServ
lets you register your nickname with the server.

Try irc.dal.net.
