As a consumer, you do have certain legal rights concerning this matter.
As a reporting financial institution, they have certain legal
responsibilities.

You can bet that NCB is not going to tell you about these, though.
Like any large institution, they are most likely to evade responsiblity
if you allow them to.

There's the problem.

My suggestion is that you seek advice from a party who knows the responsiblities
and laws involved...and, most importantly, the procedures required to invoke
these regulations appropriatly.

A credit counseling service may be able to assist.

An even better suggestion would be to work with an attorney with
experience in this type of situation.  It may cost for a few
hours of billable time, but given the situation, it will solve a
serious problem.  While doing this, you should also discuss the
possiblity of pursuing civil action to be compensated for damages
due to NCB's negligence.
