How to create new CMH newsgroups?

What's the process for creating new CMH newsgroups? I was wondering about
the possibility of creating one called cmh.navy . It would be for those who live 
in the Columbus metro area, and who have either been in the Navy, currently in,
or who have friends or relatives in it.
