Personnel and Organizational Changes
3Com reported it is completing its strategic transformation by sharpening
its focus on high growth markets, technologies, and products. 3Com will
concentrate solely on three distinct networking markets: consumers,
commercial customers (particularly small and medium-sized locations), and
network SPs.
Deutsche Telekom is considering undergoing a prolific restructuring
initiative that would divide the company into four, separately listed
operating division. The units are T-Mobile International, the company's
wireless assets; T-Online International, its Internet arm; T-System
Information, a new unit that would design, deploy, and manage telecom
networks; and T-Net, which would include its fixed-line telephony services.
Once the reorganization is completed, DT is reportedly planning to list
minority stakes in each of the units to raise funds for international
expansion. Lockheed Martin is forming Synchronetics, a new company that
will provide worldwide air traffic management with navigation services.
Lockheed's Regional Positioning System of satellites will broadcast GPS
data messages around the world.
Nokia's board of directors re-elected Jorma Ollila Chairman of the Board
and elected Paul J. Collins Vice Chairman of the Board.
Nortel Networks introduced Clarify E-Business Applications, the firm's
latest operating unit. The division was created from the fusion of two
companies recently purchased by Nortel: Clarify, a developer of e-business
software, and Periphonics, a maker of call center software. It will
specialize in delivering business-to-business services to large corporations
and service providers. Tony Zingale, former CEO of Clarify, has been
appointed president of the unit.
Telecom Italia announced that it will undergo a restructuring plan that
will cost 13,000 people their jobs. The company will cut 10.2 percent of its
total workforce by 2002. Tel Italia will, however, hire 6200 employees to
develop new wireless technologies. The company's fixed-line business is
expected to face the heaviest reductions.
Regulatory News
The FCC approved the joint wireless venture proposed by Bell Atlantic and
Vodafone AirTouch, removing the final obstacles to closing. The two
companies will merge their wireless, paging, and PCS operations and form a
new wireless company. Bell Atlantic is considering an initial public
offering for its new company, which will have 18 million subscribers after
the merger.
Telecom regulators in Canada handed down an edict to Bell Canada that the
company must now inform clients that subscription to certain services
include termination fees. The regulators' actions were forced by a complaint
from Optel Communications, a division of OCI Communications, that argued
that Bell was charging termination fees without informing customers. Bell
must now receive oral, paper, or electronic documentation from the customer
saying that they are aware of termination fees.
Oftel decided that BT must pay half of the cost for devices that route
telephone calls to competitors. The European Commission ordered BT to
install facilities that would route the calls to other carriers by January
1, 2000, but the carrier failed to do so. Now, the EC gave BT a one-year
grace period to install the gear as long as the company picked up half the
bill. The auto-dialer devices allow calls to be routed to an alternate
network without the user having to dial a special code.
Three groups of telecom companies were awarded licenses to operate as
fixed-line carriers in Taiwan. The three groups are Eastern Broadband
Telecom, which includes Deutsche Telekom ; Taiwan Fixed Network Telecom,
which includes GTE ; and New Century Infocomm, which includes SingTel. These
licenses should help Taiwan's infrastructure grow rapidly; analysts estimate
that the three consortia will invest $10 billion in deploying their networks
and developing their services.
The Singapore government handed out 66 new operating licenses, including
24 to companies that are now able to provide Internet access to the
public and five to companies that will be able to invest in infrastructure.
The list of winners includes a number of major international players; units
of Telstra, Deutsche Telekom, AT&T, MCI WorldCom, and Hutchison Whampoa all
secured licenses. Singapore originally agreed to gradually liberalize the
market, but it scrapped those plans in favor of what it called "big band"
deregulation. The European Union gave its approval to France Telecom's plan
to take over Global One, buying out its former partners, Sprint and
Deutsche Telekom. The union said that France Telecom and Global One do
overlap in some areas, but they are not significant enough to warrant any
provisions to approving the deal. To get regulatory clearance from the
European Commission for its takeover of Mannesmann, Vodafone AirTouch
may have to sell Orange. Vodafone is hoping to de-merger the company but
the European Union may not allow that, which means the company would have
to sell to a third party such as France Telecom or KPN Telecom.
The Washington state regulatory staff recommended that the Utilities and
Transportation Commission reject MCI WorldCom's proposed $115 billion
acquisition of Sprint. The staff noted that the marriage of MCI WorldCom and
Sprint will reduce price competition and service options because the
companies are two of the top three dominant brand names in the long distance
market. The WUTC will decide on the case this summer.
The top bids for the five third-generation (3G) wireless licenses being
auctioned off in England are all approaching the billion-pound mark. NTL
(1.2 billion), Vodafone AirTouch (1.3 billion), and Orange (1 billion) have
all bid over one billion pounds for their respective licenses, while MCI
WorldCom (963 million) and Telefonica (917.4 million) are not far behind in
the race. All 13 telcos registered for the auction are still in the running.
The Guatemalan government questioned the legitimacy and legality of
Telmex's recent acquisition of former monopoly Telgua. The government,
however, did not elaborate as to why the government is questioning the deal,
but it said it may review and even block the purchase. Telmex exercised a
right to acquire a controlling stake in Telgua from Luca, a consortium of
investors.
Vodafone AirTouch and Mannesman offered concessions to ease the European
Union's competition concerns, causing the European Commission to extend its
deadline for ruling on the merger. Vodafone says that it wants to de-merger
Orange Plc but it will sell to another company if that is the only option.
In other news, the Office of Telecommunications in Britain told Vodafone
AirTouch and BT Cellnet that they must allow companies access to their
networks and make the public aware of charges and conditions of agreements
made with those companies. Both companies are also required to keep separate
accounts of wholesale products. These regulations are all part of the Office
of Telecommunications' plan to give the best service to consumers.
Satellite Services and Service Providers
The US may be expelled from Intelsat because of a bill passed by Congress
locking Intelsat out of the US satellite services market. If the US is
expelled, Intelsat will no longer offer services in the country. Intelsat's
US and European supporters believe this bill will reduce competition and
delay public offerings of stock.
KVH Industries is offering Iridium customers a $500 credit toward a KVH
Tracphone 25 or Tracphone 50 satellite phone for trading in their useless
phones. Iridium's failure left 55,000 customers without service. Tracphones
provide transmission of voice, fax, and data using a mini-M satellite
system.
Security
Counterpane Internet Security is getting ready to launch a security
service that offers realtime, outsourced network monitoring. Companies
can subscribe to the service so that their networks can be watched around
the clock by humans instead of just software.
Network Associates' McAfee unit shipped updated versions of McAfee
VirusScan. With the introduction of version 4.5, VirusScan is now integrated
with ePolicy Orchestrator. This allows for virus policy management, as well
as updating from within a company over the Internet. Another new feature is
"E-Mail X-ray," which enables the scanning of unopened e-mail attachments as
they travel over the network.
Trend Micro was granted a US patent for its InterScan AppletTrap scanner.
The product detects malicious ActiveX controls and Java applets, initially
analyzing them as they passs through the HTTP proxy server. Applets are then
scanned at the desktop, creating a two-pronged approach that reduces server
loads. Any potentially harmful instructions are eliminated. Users can
determine what constitutes harmful code.
Network Switching
3Com formed a strategic relationship with Extreme Networks, whereby
Extreme will provide CoreBuilder customers with a migration path to its
Summit and BlackDiamond broadband Internet switching products. This
alliance supports 3Com's restructuring plans.
ipVerse launched the general availability of its ControlSwitch, a
software-based switch that empowers SPs to rapidly deploy voice and data
services.
Network/Systems Management
Lucent Technologies NetworkCare is providing 24-hour Network Operations
Center services for Yipes Gigabit backbone. Yipes is building out an
end-to-end Ethernet-based regional networks across the US for linking
businesses to each other and to the Internet at speeds that are scalable
from 1 M bps to 1 G bps in 1 Mbps increments. These networks will provide an
bandwidth extension between the corporate LANs and cross-country fibre
networks and drive a new generation of bandwidth-intensive applications.
Wireless Communications
After several years of trials, AT&T Wireless ~HT~http:/www.attws.com/~ht~
kicked off its high-speed fixed wireless service, dubbed Project Angel, in
Fort Worth, Texas. The patented fixed wireless technology eliminates the
copper wire connection necessary for landline communications. AT&T Digital
Broadband uses mounted dishes to provide customers with high-speed Internet
connections, voice telephone service, and a home computer network. The total
amount of bandwidth in a given area will be shared between everyone who uses
the service, similar to cable networks. AT&T expects initial download times
to be about 12 times faster than a dial-up modem.
Cisco Systems reported it will repackage and update Aironet's family of
high-speed wireless networking kits with enhanced features. In the future,
the company plans to distribute home-networking kits that will provide
consumers with a wireless link to their PCs and printers, enabling them to
share files and a single Internet connection.
The FCC is offering 6MHz of spectrum to private wireless users. The 6MHz
of spectrum come out of a larger chunk of 36MHz that the FCC will auction
off in June. The CTIA may take court action against the FCC for reserving
spectrum for private users. It feels that decision eliminates competition.
Geoworks intends to begin licensing its wireless protocol, an important
component of WAP technology. Companies that offer WAP services would have to
pay Geoworks to develop WAP technology. Service providers such as Vodafone
Airtouch would have to pay $1 a year for each subscriber, which would add up
to a huge sum.
IBM and TDK joined to combine their technologies to provide a variety of
Bluetooth wireless services for the ThinkPad line. IBM will work closely
with TDK Systems Europe to design PC Cards, and other services to offer data
and voice connectivity. Bluetooth allows wireless data exchange between
computers, its peripherals, mobile phones and other electronic devices
within a radius of 10 meters.
Motorola and Nokia jointly developed 1XTREME technology, which offers 5.2M
bps of integrated voice and data over one 1.25MHz CDMA carrier. The two
companies are beginning the process of including 1XTREME in global open
wireless standard by proposing 1XTREME to the Third Generation Partnership
Project 2 in Kyoto, Japan, and then to the Third Generation Partnership
Project 3 in Cheju, Korea. The two companies assert that 1XTREME meets all
ITU 3G standards.
