Hi, I got the same problem in my tomcat 4.0.6. When I checked the
Catalina.out, I found, besides the java.net.connectException, there is
a java.io.IOException, which is caused by a FileNoFoundException in
one of my source files. When I fixed the io issue, I can shutdown and
restart tomcat again.

So my suggestion is, if your tomcat worked before, probably not the
configuration problem, check your source files and make sure
everything works fine.
