a q in brcc32 of Delphi2

Hi, I have define a file named res.inc as :
const
 ErrorOne=1;
 ErrorTwo=2;
and a rc file as:
$include"res.inc"
STRINGTABLE
{
 ErrorOne,"You have make a fatal error!"
 ErrorTwo,"The error might be fixed"
}
But, when I use brcc32 it telled me that 1,2 isn't a positive short integer,
can someone tell me what is wrong? Thand you in advance!
