The free workshops will offer help filling out the FCC LPFM application, and instructional guides will be distributed. An RSVP is recommended (but not required) by calling MIP, toll free at (877) 468 8884. The first two rounds of applications drew over 1000 diverse applicants. A few of the groups hoping to be awarded a construction permit are the Midwestern Theatre Troupe in Tulsa, OK, Latinos Unidos Broadcasting in St. George, Utah, and the Minnesota Alliance of Peacemakers in Minneapolis. The applicants applied during a five-day window announced by the FCC, for specified states. Colorado, along with 9 other states and the territory of American Samoa, will have the opportunity to apply in late November or December. According to Andrea Vargas, director of MIP, following the deregulation of the telecommunications industry in 1996, there was a decline in the diversity of radio programming available to listeners, as broadcasting consolidated into the hands of a relatively few national profit-minded broadcasters. Over the past four years, the number of stations has dropped about 20% and national formats have eliminated locally produced programs, information and news. After many years of public pressure the FCC voted on January 20, 2000, to create a new Low-Power FM (LPFM) radio service, to bring back community voices to the radio dial. "New voices will be heard with regional and linguistic accents and cadences, reflecting a variety of cultures, community values, traditions and distinct experience of millions of people who are or desire to be active participants in this society," says Vargas, adding "this high touch, low tech opportunity is allowing folks to use radio as community service and development." To date, the Portland-based project has assisted hundreds of projects in the U.S. and its territories in preparation for FCC license application and project implementation. The Microradio Implementation Project (http://www.microradio.org) is a national LPFM facilitation initiative of the Office of Communication of the United Church of Christ, (http://www.ucc.org) which has advocated public interest issues before the FCC for the last three decades. microradioproject@earthlink.net http://www.microradio.org Phone 877 468 8884 (outside of Oregon) Phone 503 226 9036 Fax 503 226 9057 -- Mick Souder - Web White & Blue 2000 Outreach Team E-mail: mick@NOSPAMwebwhiteblue.org Voicemail: 1-877-464-0029 Join thousands of WWB Participating Sites today.
