Bill of Denver holds the PGP key for creation of co. domain news groups.  So
far, no one has come up with a way around that.  Without it, no new groups.
He was supposed to re-appear at some point, but so far nada.  Calls to his
last contact number and e-mails were not being returned.  The folks in Grand
Junction finally created the newsgroup alt.forsale.grandjunction when what
they wanted was co.grand-junction.ads, like co.ads, co.cos.ads,
co.fort-collins.ads, for example.  Geographic newsgroups domains are a good
idea.

William O'brien's, aka Bill of Denver, last known contact info is posted,
but it could just be a mail drop. His old domain is expired for e-mail
purposes.

I wondered if he wasn't incarcerated.
