Is there currently an admin in place for co.config and the co.hierarchy?

If not, perhaps we should put one in place since people are using this as a
justification for creating Colorado regional groups in the alt.* hierarchy.
Last I remember "Bill of Denver" was doing admin but he hasn't been around
in awhile. If he isn't doing it, please look to co.config in the next few
days for an RFD for admin and updated charter.
