Do dishwashers leave a residue on dishes, and if so, is it hazardous?

I've noticed that when I fill a clean glass from the water filter spigot on
the side of the sink, that it has some tiny bubbles at the top for a few
seconds after. If I rinse it out in the sink and do it again, there are
none of the tiny bubbles on the next fill.

Are these residue from dishwasher detergent and if so, is that hazardous to
drink and what can be done about it, except for rinsing like I already do?

And do all the dishes, glasses and silver need to be rinsed like that
before use?
