I love that they did this.  There are very few people who are more
synonymous with Fort Collins than Barney, except maybe the "Penny Man", but
I don't think anybody knows what the hell his name is.  Anyways, between
"neighborhood nuissance" ordinances, kicking the kids out of Old Town before
finally closing it, ending College Days and outlawing cruising and
loitering, it's good to see that someone found the time to make an act of
government that actually works to *preserve* and *promote* the character and
integrity of Fort Collins as a community.  GO BARNEY!
