It sounds like it's fraught with problems.  What do you do about
the individuals that fail to bring the sheet on exam day?  How
do you keep students from turning them into crib sheets (since they're
read by machine, chances are that no other person will look
closely at them)?  And finally, consider why you started using
the scan system in the first place - it's cheaper and easier than
grading the old-fashioned way, when a human had to do the work.
It's not for the benefit of the student, but for the benefit
of the department.  So let the departments pay.
