I think the idea is that individual sites should be responsible for security
on the way in. Instead of having security on the local sites stopping people
from connecting to muds, the remote sites are supposed to have security
stopping outside access.

"Anything legal on a member (regional) network is legal on the backbone" can
be interpreted in lots if different ways.

If a member is running a legal program then it is legal for it to be connected
to the rest of the backbone is one interpretation.

If a member says its ok then its ok with the rest of us is another.

But what do I know. I wont be getting remote port access for another month or
four, if at all.
