I have received a very informative response to my request above.

From: Joerg-Uwe Kietz

METAXA developed by Werner Emde (current E-mail EMDE@DOSUNI1.bitnet) was
further developed at the TU Berlin in the project KIT-Lerner (K. Morik,
W. Emde, S. Wrobel, S. Thieme, J. -U. Kietz and I. Keller) under the name
BLIP from Jan. 1985 until April 1989.

BLIP became the base of the system MOBAL, developed as part of the ESPRIT
project "Machine Learning Toolbox" at the GMD (German National Research
Centre for Computer Science), (mobal@gmdzi.gmd.de), by K. Morik, S. Wrobel,
J. -U. Kietz, V. Klingspor and E. Sommer.

MOBAL still preserves METAXAs capability to represent multiple theories, but
this feature isn't used very often.

MOBAL1.0 will be available to academic researchers in October.

AND a suggestion from Scott Goodwin:

You might also check out the literature on THEORIST which is
a hypothetical reasoning system (e.g., see LNCS no. 346 and AI Journal 36(1)).
