Assuming that the letters are in A1 to A4 and the numbers
are in B1 to B4, the following works in Excel 3.0 so I guess
it also will do the trick in Excel 4.0:

=A1&B1
=A2&B2
=A3&B3
=A4&B4

in C1 to C4 returns the following:

aaa123
bbb123
ccc123
ddd123
