I am wondering if you have tried to record a solution. This will
sometimes give a hint as to how to write the code.

If I understand your dilemma, it goes like this
      col a        col b                 col c
 1    This is new
 2    old
 3    old
 ..
24    old

What I did not understand from your description, is whether the value in
row 2 col a is the next youngest or next oldest. Sorry to seem obtuse.
