Archive's recommendation is every 30 hours of tape motion, but most
people go way past that. There are cleaning cartridge that you
can buy, but most people use a quality isopropyl alcohol (*not*
rubbing alcohol!) or 'head cleaning solution' and a cleaning
swab that doesn't shed lint.
