at the archivists bof (about which more later) i suggested to peter
that the database and the query engine/back-ends be distributed
(widely in fact).  he seemed to think this a good idea.  the number
of sites that collect the data (assuming the existing model) should
be minimized but the number of sites that answer queries should be
maximized.
