I'm not competent to speak about the software needed to *manage* an
archive site, but I do have a suggestion about how to get the bits to
put onto your archive: CD-ROM.

There are a number of publishers of freeware and shareware CD-ROMs.
The prices are typically in the range of $25 - $50 per disc, and the
producers generally have no problem with redistribution by archives.
Compare these prices to the cost (and hassle) of FTPing the bits to
Israel, and you may find the discs to be quite a bit cheaper.  (You
may wish to bring over updated versions electronically; the CD-ROMs
are generally updated 1-4 times/year.)
