No, it is far from that simple.  Rather it goes like this.  SIMTEL20
is a much more general repository than Garbo.  Garbo specializes in
some areas while leaving some others out.  Among Garbo's
specializations are
  - Quality MsDos utilities
  - Turbo Pascal programming
  - Education (we are a university)
  - Educational MsDos games
  - Mathematics and statistics (again the university in the background)
  - Astronomy related programs
  - Some special information (like my FAQs, ftp site lists, etc)
I think this gives you the drift of Garbo's direction.  It also is
to indicate that while we carry material for some other OSes (with
the exception of OS/2), our main lines are within the MsDos domain.

Not carried at all or of lesser interest to us
  - Recreational games (these are ulowell's specialization)
  - Recreational gifs
  - Non-English utilities
  - BBS systems related material
  - All religion related material (goes also for bible utilities)

There also are a few utilities which Garbo can carry, but SIMTEL20
can't because of management policies (please let's leave this at
that). 

Please observe a wish of Keith's (and mine).  You are welcome to
query about Garbo policies, because I have a definite say in them,
even if in 99% of cases I have to discard the users' kind
suggestions because they would involve excessive work for me. 
SIMTEL20 general policies are decided by the SIMTEL20 management and
should thus rather not be debated.
