Here is information I got from several people:

The TrueType Font Specification are available via anonymous ftp from 
ftp.uu.net, in the directory /vendor/microsoft/TrueType-Info:

The files named ttspec[123].zip, contain the TrueType Font Specification 
in Word for Windows 2.0 format. It has more than 400 pages.

tt-help.zip contains TTF sepecification in Win3.1 Help format.
