My waffle was set at 300/300 - which should be a big difference from 50/50

It was easy to see that everything, other than helldiver, was hung for
fourteen minutes. That cannot be a time slice issue...

That is an understatement.

Further information:

Once I had updated my newsrc file, things began to perform acceptably.
It appears the problem only manifests itself when you are running 
the first time. So it should only be a problem for new users.
