Pegasus -> Waffle: messages get garbled; why?

I am using WinPmail 2.1 to send mail via PegWaf to Waffle 1.65;
Pegasus outputs the *.wom file and then Pegwaf converts it to *.cmd,
*.dat, *.xqt files for Waffle to upload/mail to my UUCP ISP.  

Sometimes, however, the *.cmd files get garbles - random characters
instead of commands for waffle.  Has anyone had this problem?  It does
not always happen, to infrequently for me to see what the cause is,
but frequent enough for me to begin to worry.  

The *.dat and *.xqt files look fine, so I can manually resend the
message, but it is quite an inconvenience.
