Packaging Tools Woes

I am trying to get the "compver" file in the software packaging tools
to work. I've checked several versions, including the SVr4 version
that comes with Solaris 2.0 (SunOS 5.0).

Here's the situation:

Package <foo1> version 1.1 is installed. It has a "compver"
file containing the lines

1.1
1.0

According to TFM, this says that version 1.1 should satisfy
dependencies in packages looking for version 1.0.

Package <foo2> has in its depend file

P foo1 Foo1 package description
	(sun4)1.0

When I go to install foo2, it still complains that it needs <foo1>
version 1.0.

Any ideas? It seems to me there is a bug in either TFTools or TFM.
