All the previous advice is excellent. In addition, you can consider a simple
version controller - Have a version table in the 'program' database with a
VersionId and a control table on the 'data' database with an equivalent
field. When starting up compare the 'two VersionIds. If the 'program'
VersionId is greater, update the 'data' VersionId and continue. If the
'program' VersionId is less, display an appropriate message and exit. With
this mechanism, you can copy the 'program' onto the server, run it once to
update the VersionId in the 'data' and thereafter all users trying to use
the old 'program' will be advised to download the latest version. The
'program' on the server must be accessible to all users of your program and
you can provide them with a shortcut to download the latest version to their
local machines.
