Depending on your point of view it is not ISP's that use ORBS or RBL lists
of these sorts that are breaking the law or at the very least the rules of
good behaviour; but any ISP that runs servers with open relays that allow
spam to easily propagate.

ORBS is not a list of places to burgle. It is a list of potential burglars.

ORBS are simply a way for me to tell my mail server which mail servers *I*
don't want to receive mail from because of the high incidence of spam that
comes from it.

If your ISP gets on the list then you should certainly take that up with
your ISP. The rest of us got hoarse trying to tell them many years ago. We
found that the direct customers of ISP's tend to have more influence. And
it is certainly not difficult for an ISP to get off the list.

ORBS and similiar services have been around for at least five years and are
the direct result of the increase of spam over the previous five years to
that. When you come up with a better solution be sure to let us all know
about it.
